Chancellor Blvd connects 4th Avenue at the City of Vancouver to the NW Marine Drive / East Mall intersection at UBC.

Chancellor Blvd has 2 lanes at CoV and UEL/UBC, 4 lanes through Pacific Spirit Park. Road conditions are good, due to a recent road upgrade.

Connections

At the City of Vancouver, Chancellor turns into 4th and becomes a 2-lane road. At the west end, merges with NW Marine and loses the median.

The speed limits are 50km/h at CoV and UBC/UEL and 60 through the Pacific Spirit park. The speed is 40km/h going eastward for the first half block starting at the NW Marine / East Mall intersection before turning into 50km/h.

Speeding along Chancellor Blvd is a major safety concern. There are few comprehensive speed measurements available, in Fall 2013 the 85 percentile speed near Western Parkway in the UEL section was 56.3km/h westbound and 71.2km/h eastbound.

Chancellor has sidewalks for the portion along UCB/UEL and then loses sidewalks along the Pacific Spirit Park. There is a paved pathway along the south side in the Pacific Spirit Park, connecting Acadia Rd to Chancellor Blvd in UEL near Blanca. Parks maps designate the path as a 'cycle path' but there is no signage installed. The east end of the path is heavily used by children to walk and bike to University Hill Elementary school, and the rest of the path sees many walkers and joggers. There is no pedestrian infrastructure connecting to 4th Ave at the City of Vancouver.

Connections

Sidewalks continue on both sides of the road at the west end, and at the east end sidewalks start as soon as the road crosses into the City of Vancouver.

There are bike lanes on the road along the UBC/UEL section of Chancellor Blvd, but Chancellor abruptly sheds the bike lanes east of Acadia Rd. There is sidewalk leading into a paved pathway along the south side in the Pacific Spirit Park, connecting Acadia Rd to Chancellor Blvd in UEL near Blanca. Parks maps designate the path as a 'cycle path' but there is no signage installed. The east end of the path is heavily used by children to walk and bike to University Hill Elementary school. Cyclists are seen both on the road and on the path. Path conditions are poor for cycling due to roots breaking up the road, dangerously sloped pathway near Acadia Rd and pooling water during rain or frozen ice on cold days.

Connections

On the south side, bike lanes continue for some part along NW Marine. On the north side, bike lanes appear once Chancellor crosses into the City of Vancouver.

Traffic volumes have been decreasing over the years, dropping fairly consistently by about 160 cars per year (about 1% per year), with the drop being most pronounced during peak hours.
